Can This Tour winner maintain two handicaps under the rules?

Chris Kirk, a six-time PGA Tour winner, has displayed his versatility by being proficient at playing golf from both his dominant right side and his non-dominant left side. Kirk began playing left-handed as a child, and over time, he has become quite skillful at it. He even mentioned recently that he shot an impressive 84 as a lefty, just two strokes off his personal best.
