New data uncovers the impact of mid-round rulings on the pace of play

Golf tournament rules officials are responsible for making quick rulings during events, despite the perception that these decisions slow down play. The USGA collected data on over 2,000 rulings from their championships in 2024, revealing that most rulings were resolved in 2 minutes and 14 seconds on average. Kathryn Belanger, USGA director of rules-championships, noted that rulings are generally quick interactions with players to ensure proper play. While some rulings may take longer, such as high-profile incidents involving top players, the majority are resolved swiftly.

Rule 17.1, which deals with options for a ball in a penalty area, was the most common rule applied in USGA championships in 2024, resulting in 657 rulings. Rule 16.1, concerning abnormal course conditions, such as a ball landing on a cart path, accounted for 578 rulings. Despite the occasional outliers, most rules decisions are straightforward and do not significantly impact play. The USGA’s digital data collection system has streamlined the process and allowed for real-time analysis to improve support areas on the course as needed.

Recreational golfers can learn from tournament officials’ approach to rules decisions by familiarizing themselves with golf rules. Understanding the rules can enhance the enjoyment of the game by enabling players to make swift decisions and continue playing. By being proactive in knowing the rules, golfers can avoid delays and keep the game moving smoothly. The average time taken to arrive at a rules incident and reach a decision was found to be under 2 and a half minutes, demonstrating the quick and effective nature of rulings in most cases. This efficiency allows tournaments to proceed smoothly and ensures that players can focus on their game without significant interruptions.

While some high-profile incidents may receive media attention for their complexity and length, the majority of rules decisions are resolved swiftly and without causing delays. By embracing the digital data collection system and real-time analysis, the USGA has been able to enhance the efficiency of rules decisions and provide support where needed on the course.
